一、指導思想
全麵貫徹黨的十八大和十八屆三中、四中、五中全會精神,深入貫徹習近平總書記係列重要講話精神,按照“四個全麵”戰略布局和黨中央、國(guo)務(wu)院(yuan)決(jue)策(ce)部(bu)署(shu),切(qie)實(shi)加(jia)強(qiang)黨(dang)對(dui)教(jiao)育(yu)工(gong)作(zuo)的(de)領(ling)導(dao),堅(jian)持(chi)以(yi)新(xin)發(fa)展(zhan)理(li)念(nian)為(wei)引(yin)領(ling),落(luo)實(shi)立(li)德(de)樹(shu)人(ren)根(gen)本(ben)任(ren)務(wu),加(jia)強(qiang)學(xue)校(xiao)黨(dang)的(de)建(jian)設(she),深(shen)化(hua)綜(zong)合(he)改(gai)革(ge),推(tui)進(jin)依(yi)法(fa)治(zhi)教(jiao),提(ti)高(gao)教(jiao)育(yu)質(zhi)量(liang),統(tong)籌(chou)推(tui)進(jin)縣(xian)域(yu)內(nei)城(cheng)鄉(xiang)義(yi)務(wu)教(jiao)育(yu)一(yi)體(ti)化(hua)改(gai)革(ge)發(fa)展(zhan)。適(shi)應(ying)全(quan)麵(mian)建(jian)成(cheng)小(xiao)康(kang)社(she)會(hui)需(xu)要(yao),合(he)理(li)規(gui)劃(hua)城(cheng)鄉(xiang)義(yi)務(wu)教(jiao)育(yu)學(xue)校(xiao)布(bu)局(ju)建(jian)設(she),完(wan)善(shan)城(cheng)鄉(xiang)義(yi)務(wu)教(jiao)育(yu)經(jing)費(fei)保(bao)障(zhang)機(ji)製(zhi),統(tong)籌(chou)城(cheng)鄉(xiang)教(jiao)育(yu)資(zi)源(yuan)配(pei)置(zhi),向(xiang)鄉(xiang)村(cun)和(he)城(cheng)鄉(xiang)結(jie)合(he)部(bu)傾(qing)斜(xie),大(da)力(li)提(ti)高(gao)鄉(xiang)村(cun)教(jiao)育(yu)質(zhi)量(liang),適(shi)度(du)穩(wen)定(ding)鄉(xiang)村(cun)生(sheng)源(yuan),增(zeng)加(jia)城(cheng)鎮(zhen)義(yi)務(wu)教(jiao)育(yu)學(xue)位(wei)和(he)鄉(xiang)鎮(zhen)學(xue)校(xiao)寄(ji)宿(xiu)床(chuang)位(wei),推(tui)進(jin)城(cheng)鎮(zhen)義(yi)務(wu)教(jiao)育(yu)公(gong)共(gong)服(fu)務(wu)常(chang)住(zhu)人(ren)口(kou)全(quan)覆(fu)蓋(gai),著(zhe)力(li)解(jie)決(jue)“鄉村弱”和“城鎮擠”問題,鞏固和均衡發展九年義務教育,加快縮小縣域內城鄉教育差距,為到2020年教育現代化取得重要進展和全麵建成小康社會奠定堅實基礎。
二、基本原則
優先發展,統籌規劃。在推進新型城鎮化進程中堅持優先發展義務教育,做到公共資源配置上對義務教育統籌規劃、優先發展和重點保障。堅持城鄉並重和軟硬件並重,科學推進城鄉義務教育公辦學校標準化建設。
深化改革,創新機製。深化義務教育治理結構、jiaoshiguanlihebaozhangjizhigaige,goujianyuchangzhurenkouzengchangqushihekongjianbujuxiangshiyingdechengxiangyiwujiaoyuxuexiaobujujianshejizhi,wanshanyiwujiaoyuzhilitixi,tishengyiwujiaoyuzhilinenglixiandaihuashuiping。
提高質量,公平共享。balideshurenzuoweigenbenrenwu,bajunhengfazhanhepinzhitishengzuoweizhongyaozhuashou,jijipeiyuhejianxingshehuizhuyihexinjiazhiguan,cujinjiaoyugongping,shichengxiangxueshenggongxiangyouzhiliangdejiaoyu。
分類指導,有序推進。針對東中西部、城鎮類型、城鎮化水平和鄉村實際情況,因地製宜選擇發展路徑,科學規劃城鄉義務教育規模,保障教師按需配置,引導學生合理流動。
三、工作目標
加快推進縣域內城鄉義務教育學校建設標準統一、教師編製標準統一、生均公用經費基準定額統一、基本裝備配置標準統一和“兩免一補”政策城鄉全覆蓋,到2020年,城鄉二元結構壁壘基本消除,義務教育與城鎮化發展基本協調;城鄉學校布局更加合理,大班額基本消除,鄉村完全小學、初中或九年一貫製學校、寄宿製學校標準化建設取得顯著進展,鄉村小規模學校(含教學點)達到相應要求;城鄉師資配置基本均衡,鄉村教師待遇穩步提高、崗位吸引力大幅增強,鄉村教育質量明顯提升,教育脫貧任務全麵完成。義務教育普及水平進一步鞏固提高,九年義務教育鞏固率達到95%。縣域義務教育均衡發展和城鄉基本公共教育服務均等化基本實現。
四、主要措施
(一)同步建設城鎮學校。各地要按照城鎮化規劃和常住人口規模編製城鎮義務教育學校布局規劃,根據學齡人口變化趨勢、中小學建設標準,預留足夠的義務教育學校用地,納入城市、zhenguihuabingyangeshishi,budesuiyibiangeng,quebaochengzhenxuexiaojiansheyongdi。shixingjiaoyuyongdilianshenlianpizhidu,xinjianpeitaoxuexiaojianshefangan,xiangguanbumenyingzhengdetongjijiaoyuxingzhengbumentongyi。yifaluoshichengzhenxinjianjuzhuqupeitaobiaozhunhuaxuexiaojianshe,laochengqugaizaopeitaoxuexiaojianshebuzuheweidadaopeijianxuexiaobiaozhundexiaoguimojuzhuqu,youdangdizhengfutongchouxinjianhuogaikuojianpeitaoxuexiao,quebaozugoudexueweigonggei,manzuxueshengjiujinruxuexuyao。difangzhengfuyaoshishi“交鑰匙”工程,確保配套學校建設與住宅建設首期項目同步規劃、同步建設、同步交付使用。
(二)努力辦好鄉村教育。各地要結合國家加快水電路氣等基礎設施向農村延伸,在交通便利、公gong共gong服fu務wu成cheng型xing的de農nong村cun地di區qu合he理li布bu局ju義yi務wu教jiao育yu學xue校xiao。同tong時shi,辦ban好hao必bi要yao的de鄉xiang村cun小xiao規gui模mo學xue校xiao。因yin撤che並bing學xue校xiao造zao成cheng學xue生sheng就jiu學xue困kun難nan的de,當dang地di政zheng府fu應ying因yin地di製zhi宜yi,采cai取qu多duo種zhong方fang式shi予yu以yi妥tuo善shan解jie決jue。合he理li製zhi定ding閑xian置zhi校xiao園yuan校xiao舍she綜zong合he利li用yong方fang案an,嚴yan格ge規gui範fan權quan屬shu確que認ren、用途變更、資產處置等程序,並優先用於教育事業。要切實提高教育資源使用效益,避免出現“邊建設、邊閑置”現象。著力提升鄉村教育質量,按照國家課程方案開設國家課程,通過開展城鄉對口幫扶和一體化辦學、加強校長教師輪崗交流和鄉村校長教師培訓、利用信息技術共享優質資源、將jiang優you質zhi高gao中zhong招zhao生sheng分fen配pei指zhi標biao向xiang鄉xiang村cun初chu中zhong傾qing斜xie等deng方fang式shi,補bu齊qi鄉xiang村cun教jiao育yu短duan板ban。推tui動dong城cheng鄉xiang教jiao師shi交jiao流liu,城cheng鎮zhen學xue校xiao和he優you質zhi學xue校xiao教jiao師shi每mei學xue年nian到dao鄉xiang村cun學xue校xiao交jiao流liu輪lun崗gang的de比bi例li不bu低di於yu符fu合he交jiao流liu條tiao件jian教jiao師shi總zong數shu的de10%,其中骨幹教師不低於交流輪崗教師總數的20%。結jie合he鄉xiang村cun教jiao育yu實shi際ji,定ding向xiang培pei養yang能neng夠gou承cheng擔dan多duo門men學xue科ke教jiao學xue任ren務wu的de教jiao師shi,提ti高gao教jiao師shi思si想xiang政zheng治zhi素su質zhi和he師shi德de水shui平ping,加jia強qiang對dui學xue生sheng的de思si想xiang品pin德de教jiao育yu和he愛ai國guo主zhu義yi教jiao育yu,在zai音yin樂le和he美mei術shu(或藝術)、體育與健康等學科中融入優秀傳統藝術和體育項目,在學科教學特別是品德、科學教學中突出實踐環節,確保綜合實踐和校外教育活動常態化。開展專題教育、地方課程和學校課程等課程整合試點,進一步增強課程的基礎性、適宜性和教學吸引力。
(三)科學推進學校標準化建設。各地要逐縣(市、區)逐校建立義務教育學校標準化建設台賬,全麵摸清情況,完善寄宿製學校、鄉xiang村cun小xiao規gui模mo學xue校xiao辦ban學xue標biao準zhun,科ke學xue推tui進jin城cheng鄉xiang義yi務wu教jiao育yu公gong辦ban學xue校xiao標biao準zhun化hua建jian設she,全quan麵mian改gai善shan貧pin困kun地di區qu義yi務wu教jiao育yu薄bo弱ruo學xue校xiao基ji本ben辦ban學xue條tiao件jian。提ti升sheng鄉xiang村cun學xue校xiao信xin息xi化hua水shui平ping,全quan麵mian提ti高gao鄉xiang村cun教jiao師shi運yun用yong信xin息xi技ji術shu能neng力li,促cu進jin優you質zhi教jiao育yu資zi源yuan共gong享xiang。適shi當dang提ti高gao寄ji宿xiu製zhi學xue校xiao、規(gui)模(mo)較(jiao)小(xiao)學(xue)校(xiao)和(he)北(bei)方(fang)取(qu)暖(nuan)地(di)區(qu)學(xue)校(xiao)公(gong)用(yong)經(jing)費(fei)補(bu)助(zhu)水(shui)平(ping),切(qie)實(shi)保(bao)障(zhang)正(zheng)常(chang)運(yun)轉(zhuan)。落(luo)實(shi)義(yi)務(wu)教(jiao)育(yu)學(xue)校(xiao)管(guan)理(li)標(biao)準(zhun),提(ti)高(gao)學(xue)校(xiao)管(guan)理(li)標(biao)準(zhun)化(hua)水(shui)平(ping)。重(zhong)點(dian)提(ti)高(gao)鄉(xiang)鎮(zhen)寄(ji)宿(xiu)製(zhi)學(xue)校(xiao)管(guan)理(li)服(fu)務(wu)水(shui)平(ping),通(tong)過(guo)政(zheng)府(fu)購(gou)買(mai)服(fu)務(wu)等(deng)方(fang)式(shi)為(wei)鄉(xiang)鎮(zhen)寄(ji)宿(xiu)製(zhi)學(xue)校(xiao)提(ti)供(gong)工(gong)勤(qin)和(he)教(jiao)學(xue)輔(fu)助(zhu)服(fu)務(wu)。各(ge)地(di)要(yao)在(zai)縣(xian)域(yu)義(yi)務(wu)教(jiao)育(yu)基(ji)本(ben)均(jun)衡(heng)的(de)基(ji)礎(chu)上(shang),促(cu)進(jin)義(yi)務(wu)教(jiao)育(yu)優(you)質(zhi)均(jun)衡(heng)發(fa)展(zhan),探(tan)索(suo)市(shi)(地)域義務教育均衡發展實現路徑,鼓勵有條件的地區在更大範圍開展城鄉義務教育一體化改革發展試點,發揮引領示範作用。
(四)實施消除大班額計劃。省級人民政府要結合本地實際製訂消除大班額專項規劃,明確工作任務和時間表、路線圖,到2018年基本消除66人以上超大班額,到2020年基本消除56人以上大班額。各地要統籌“十三五”qijianyiwujiaoyuxuexiaojianshexiangmu,anzhaoguojiaguidingbanebiaozhun,xinjianhegaikuojianxiaoyuanxiaoshe,zhongdianjiejuechengzhendabanewenti,jiakuaixiaochuxianyoudabane。yaotongguochengxiangyiwujiaoyuyitihua、實施學區化集團化辦學或學校聯盟、junhengpeizhishizidengfangshi,jiadaduiboruoxuexiaohexiangcunxuexiaodefuchilidu,cujinjunhengfazhan,xianzhibanechaobiaoxuexiaozhaoshengrenshu,helifenliuxuesheng。xianjijiaoyuxingzhengbumenyaojianlixiaochudabanegongzuotaizhang,duidabanexuexiaoshixingxiaohaoguanli,bimianchanshengxindedabanewenti。geshengjirenminzhengfuyaoyu2016年年底前將消除大班額專項規劃報國家教育體製改革領導小組備案。
(五)統籌城鄉師資配置。各地要依據義務教育學校教職工編製標準、學(xue)生(sheng)規(gui)模(mo)和(he)教(jiao)育(yu)教(jiao)學(xue)需(xu)要(yao),按(an)照(zhao)中(zhong)央(yang)嚴(yan)格(ge)控(kong)製(zhi)機(ji)構(gou)編(bian)製(zhi)有(you)關(guan)要(yao)求(qiu),合(he)理(li)核(he)定(ding)義(yi)務(wu)教(jiao)育(yu)學(xue)校(xiao)教(jiao)職(zhi)工(gong)編(bian)製(zhi)。建(jian)立(li)城(cheng)鄉(xiang)義(yi)務(wu)教(jiao)育(yu)學(xue)校(xiao)教(jiao)職(zhi)工(gong)編(bian)製(zhi)統(tong)籌(chou)配(pei)置(zhi)機(ji)製(zhi)和(he)跨(kua)區(qu)域(yu)調(tiao)整(zheng)機(ji)製(zhi),實(shi)行(xing)教(jiao)職(zhi)工(gong)編(bian)製(zhi)城(cheng)鄉(xiang)、區(qu)域(yu)統(tong)籌(chou)和(he)動(dong)態(tai)管(guan)理(li),盤(pan)活(huo)編(bian)製(zhi)存(cun)量(liang),提(ti)高(gao)使(shi)用(yong)效(xiao)益(yi)。國(guo)務(wu)院(yuan)人(ren)力(li)資(zi)源(yuan)社(she)會(hui)保(bao)障(zhang)部(bu)門(men)和(he)教(jiao)育(yu)部(bu)門(men)要(yao)研(yan)究(jiu)確(que)定(ding)縣(xian)域(yu)統(tong)一(yi)的(de)義(yi)務(wu)教(jiao)育(yu)學(xue)校(xiao)崗(gang)位(wei)結(jie)構(gou)比(bi)例(li),完(wan)善(shan)職(zhi)稱(cheng)評(ping)聘(pin)政(zheng)策(ce),逐(zhu)步(bu)推(tui)動(dong)縣(xian)域(yu)內(nei)同(tong)學(xue)段(duan)學(xue)校(xiao)崗(gang)位(wei)結(jie)構(gou)協(xie)調(tiao)並(bing)向(xiang)鄉(xiang)村(cun)適(shi)當(dang)傾(qing)斜(xie),實(shi)現(xian)職(zhi)稱(cheng)評(ping)審(shen)與(yu)崗(gang)位(wei)聘(pin)用(yong)製(zhi)度(du)的(de)有(you)效(xiao)銜(xian)接(jie),吸(xi)引(yin)優(you)秀(xiu)教(jiao)師(shi)向(xiang)農(nong)村(cun)流(liu)動(dong)。縣(xian)級(ji)教(jiao)育(yu)行(xing)政(zheng)部(bu)門(men)在(zai)核(he)定(ding)的(de)教(jiao)職(zhi)工(gong)編(bian)製(zhi)總(zong)額(e)和(he)崗(gang)位(wei)總(zong)量(liang)內(nei),要(yao)按(an)照(zhao)班(ban)額(e)、生源等情況,充分考慮鄉村小規模學校、寄宿製學校和城鎮學校的實際需要,統籌分配各校教職工編製和崗位數量,並向同級機構編製部門、人力資源社會保障部門和財政部門備案。全麵推進教師“縣管校聘”改(gai)革(ge),按(an)照(zhao)教(jiao)師(shi)職(zhi)業(ye)特(te)點(dian)和(he)崗(gang)位(wei)要(yao)求(qiu),完(wan)善(shan)教(jiao)師(shi)招(zhao)聘(pin)機(ji)製(zhi),統(tong)籌(chou)調(tiao)配(pei)編(bian)內(nei)教(jiao)師(shi)資(zi)源(yuan),著(zhe)力(li)解(jie)決(jue)鄉(xiang)村(cun)教(jiao)師(shi)結(jie)構(gou)性(xing)缺(que)員(yuan)和(he)城(cheng)鎮(zhen)師(shi)資(zi)不(bu)足(zu)問(wen)題(ti)。嚴禁在有合格教師來源的情況下“有編不補”、長期聘用編外教師,嚴禁擠占挪用義務教育學校教職工編製和各種形式“吃空餉”。積極鼓勵和引導鄉村誌願支教活動。

五、組織保障

(二)落實政府責任。各(ge)地(di)要(yao)加(jia)強(qiang)省(sheng)級(ji)政(zheng)府(fu)統(tong)籌(chou),根(gen)據(ju)國(guo)家(jia)新(xin)型(xing)城(cheng)鎮(zhen)化(hua)發(fa)展(zhan)的(de)總(zong)體(ti)部(bu)署(shu)和(he)本(ben)地(di)城(cheng)鎮(zhen)化(hua)進(jin)程(cheng),把(ba)義(yi)務(wu)教(jiao)育(yu)擺(bai)在(zai)優(you)先(xian)發(fa)展(zhan)的(de)突(tu)出(chu)位(wei)置(zhi),納(na)入(ru)城(cheng)鎮(zhen)發(fa)展(zhan)規(gui)劃(hua)。完(wan)善(shan)相(xiang)關(guan)政(zheng)策(ce)措(cuo)施(shi),通(tong)過(guo)政(zheng)府(fu)購(gou)買(mai)服(fu)務(wu)、稅shui收shou激ji勵li等deng引yin導dao和he鼓gu勵li社she會hui力li量liang支zhi持chi義yi務wu教jiao育yu發fa展zhan。把ba統tong籌chou推tui進jin縣xian域yu內nei城cheng鄉xiang義yi務wu教jiao育yu一yi體ti化hua改gai革ge發fa展zhan作zuo為wei地di方fang各ge級ji政zheng府fu政zheng績ji考kao核he的de重zhong要yao內nei容rong,完wan善shan考kao核he機ji製zhi,健jian全quan部bu門men協xie調tiao機ji製zhi,及ji時shi研yan究jiu解jie決jue義yi務wu教jiao育yu改gai革ge發fa展zhan麵mian臨lin的de重zhong大da問wen題ti和he人ren民min群qun眾zhong普pu遍bian關guan心xin的de熱re點dian問wen題ti,確que保bao各ge項xiang改gai革ge措cuo施shi落luo實shi到dao位wei、工作目標按期實現,促進義務教育與新型城鎮化協調發展。
(三)明確部門職責。各(ge)級(ji)教(jiao)育(yu)部(bu)門(men)要(yao)加(jia)強(qiang)同(tong)有(you)關(guan)部(bu)門(men)的(de)協(xie)調(tiao)溝(gou)通(tong),編(bian)製(zhi)完(wan)善(shan)義(yi)務(wu)教(jiao)育(yu)規(gui)劃(hua),積(ji)極(ji)推(tui)動(dong)縣(xian)域(yu)內(nei)城(cheng)鄉(xiang)義(yi)務(wu)教(jiao)育(yu)一(yi)體(ti)化(hua)改(gai)革(ge)發(fa)展(zhan)各(ge)項(xiang)措(cuo)施(shi)落(luo)實(shi)到(dao)位(wei)。發(fa)展(zhan)改(gai)革(ge)部(bu)門(men)在(zai)編(bian)製(zhi)相(xiang)關(guan)規(gui)劃(hua)時(shi),要(yao)統(tong)籌(chou)考(kao)慮(lv)義(yi)務(wu)教(jiao)育(yu)學(xue)校(xiao)布(bu)局(ju),在(zai)安(an)排(pai)重(zhong)大(da)項(xiang)目(mu)和(he)資(zi)金(jin)投(tou)入(ru)時(shi)優(you)先(xian)支(zhi)持(chi)義(yi)務(wu)教(jiao)育(yu)學(xue)校(xiao)建(jian)設(she)。財(cai)政(zheng)部(bu)門(men)和(he)教(jiao)育(yu)部(bu)門(men)要(yao)積(ji)極(ji)建(jian)立(li)和(he)完(wan)善(shan)城(cheng)鄉(xiang)統(tong)一(yi)、重zhong在zai農nong村cun的de義yi務wu教jiao育yu經jing費fei保bao障zhang機ji製zhi。公gong安an部bu門men要yao加jia強qiang居ju住zhu證zheng管guan理li,建jian立li隨sui遷qian子zi女nv登deng記ji製zhi度du,及ji時shi向xiang同tong級ji教jiao育yu行xing政zheng部bu門men通tong報bao有you關guan信xin息xi。民min政zheng部bu門men要yao將jiang符fu合he條tiao件jian的de特te殊shu困kun難nan流liu動dong留liu守shou兒er童tong和he家jia庭ting經jing濟ji困kun難nan兒er童tong納na入ru社she會hui救jiu助zhu政zheng策ce保bao障zhang範fan圍wei,落luo實shi兜dou底di保bao障zhang職zhi責ze。機ji構gou編bian製zhi部bu門men和he人ren力li資zi源yuan社she會hui保bao障zhang部bu門men要yao為wei推tui動dong實shi現xian統tong籌chou分fen配pei城cheng鄉xiang學xue校xiao教jiao職zhi工gong編bian製zhi和he崗gang位wei提ti供gong政zheng策ce支zhi持chi。人ren力li資zi源yuan社she會hui保bao障zhang部bu門men要yao加jia強qiang監jian督du檢jian查zha,依yi法fa督du促cu落luo實shi職zhi工gong帶dai薪xin年nian休xiu假jia製zhi度du,支zhi持chi外wai出chu務wu工gong父fu母mu定ding期qi回hui鄉xiang看kan望wang留liu守shou兒er童tong。國guo土tu部bu門men要yao依yi法fa切qie實shi保bao障zhang學xue校xiao建jian設she用yong地di。城cheng鄉xiang規gui劃hua主zhu管guan部bu門men製zhi定ding控kong製zhi性xing詳xiang細xi規gui劃hua涉she及ji中zhong小xiao學xue用yong地di的de,應ying當dang征zheng求qiu同tong級ji教jiao育yu行xing政zheng部bu門men意yi見jian。未wei按an照zhao規gui劃hua配pei套tao建jian設she學xue校xiao的de,不bu得de發fa放fang建jian設she工gong程cheng規gui劃hua核he實shi合he格ge書shu,不bu得de辦ban理li竣jun工gong驗yan收shou備bei案an。
